Relocation and Redevelopment of Ebenezer School and Homes for the Visually Impaired

The Ebenezer School and Home for the Visually Impaired at Pok Fu Lam have been in place for a long time, and are restricted in meeting the latest standards and in serving a greater number of students. There have been plans to relocate to a more accessible location, preferably with convenient access to the MTR to better cater for students from all parts of the territory, as well as taking the opportunity to enhance the facilities and services for the visually impaired.

Masterplan Limited has been assisting Ebenezer in its relocation plan, searching for a suitable site for more than 10 years as well as providing planning input in maximising land use at the existing Pok Fu Lam site.

In maximising the land use, the School made a Section 12A application to rezone the “Government, Institution or Community” site at Pok Fu Lam in 2011. The Town Planning Board, while rejected the application for rezoning the site to “Residential (Group C)7” zone, agreed that the site could be rezoned to “Comprehensive Development Area”. A “CDA” zone could act as a mechanism to facilitate the relocation of the Ebenezer and to ensure that the services provided to the visually impaired would not be interrupted, which were key concerns of the TPB for rezoning the site to “R(C)7”. The TPB also had no objection to a low-rise, low-density residential development on the site.

 

Since then, the School has been searching for a relocation site, for which Masterplan Limited has been advising planning implications and the way forward. The School has been studying the feasibility of potential relocation site at any point in time.

 

In 2021, a relocation site in Tung Chung was finally confirmed.  Given that there was certainty for a relocation site and for the continuous provision of services to the visually impaired, a new Section 12A application for the Pok Fu Lam site was submitted with two rezoning options proposed: “Residential (Group C)7” or “Comprehensive Development Area”. The TPB agreed to the rezone the site to “R(C)7” with a maximum plot ratio of 1.9 and building height of 151mPD, and with a requirement of submission of layout plan to address concerns on environmental aspects.

Masterplan Limited is currently providing planning advice and input in relation to the amendment of the Approved Pok Fu Lam Outline Zoning Plan No. S/H10/19.

Achievements:

  1. Maximise land use at Pok Fu Lam site which will enable the relocation of Ebenezer and the development of a new facility with enhanced facilities and services.

  2. The existing Ebenezer facilities at the remaining “G/IC” at Pok Fu Lam site will be modified and continue to serve as a resource centre for the visually impaired.

  3. The new facility that is well-connected to the MTR network will better cater to the visually impaired students and residents.
